This bill mandates that each solid waste management district in New Jersey develop and implement a strategy to reduce food waste by at least 50% by the year 2030, based on the amount generated in the year the bill takes effect. The strategy must be incorporated as an amendment to the district's solid waste management plan, which requires approval from the Department of Environmental Protection (DEP).
Additionally, the bill requires the DEP to create and publish a list of measures that districts can adopt to meet the food waste reduction goal. These measures may include increasing the donation of surplus edible food, implementing source separation and recycling of food waste, promoting composting and anaerobic digestion, and launching public awareness campaigns aimed at reducing food waste and methane emissions. The bill is set to take effect immediately upon enactment.
