This bill aims to expand eligibility for veterans' civil service preference in New Jersey by allowing individuals who qualify for federal veterans' preference but do not meet the state's criteria to receive additional points on civil service examinations. Specifically, individuals who meet the federal definition of a disabled veteran will receive ten additional points if they pass an open competitive examination, while those who meet the federal definition of a veteran will receive five additional points. The eligibility requirements are based on the federal law outlined in 5 U.S.C. s.2108, which necessitates an honorable or general discharge, excluding National Guard and Reserve active duty for training.

The bill also specifies the timeframes and conditions under which veterans can qualify for these additional points. For instance, five points will be awarded to veterans who served during specific historical periods or in campaigns for which a medal has been authorized. Ten points will be granted to disabled veterans who have a service-connected disability or receive compensation from federal military or the Department of Veterans Affairs. However, the provision for disabled veterans who did not serve during wartime is contingent upon a constitutional amendment approved by voters. The act is set to take effect on July 1 following its enactment and will apply to individuals taking examinations for appointments thereafter.
