This bill establishes two new benefit programs under the State Work First New Jersey (WFNJ) initiative, specifically the State WFNJ Menstrual Hygiene Benefit Program and the State WFNJ Diaper Benefit Program, aimed at providing financial assistance for menstrual hygiene products and diapers to low-income residents. The bill appropriates $2.5 million to the Division of Family Development in the Department of Human Services to support these programs. Under the Menstrual Hygiene Benefit Program, participants aged 18 to 50 who menstruate will receive a monthly benefit of $14, while the Diaper Benefit Program will provide $30 per month for each dependent under 36 months of age. Both benefits will be distributed via the participants' existing WFNJ electronic benefits card on the same issuance date as their standard benefits.
Participants are required to use the benefits specifically for menstrual hygiene products, which are defined as tampons, menstrual cups, or sanitary napkins, and for diaper products. Any unspent funds from these monthly benefits can be carried over to the following month for the same purpose. The bill also mandates that the Commissioner of Human Services adopt necessary rules and regulations for implementation, and it will take effect four months after enactment, although anticipatory administrative actions may be taken beforehand.
