This bill authorizes licensed outpatient substance use disorder treatment programs to provide housing to individuals receiving treatment, allowing these programs to lease, manage, and own housing units while concurrently offering treatment services. The housing must be provided under a separate contract from the treatment services, which must include a clause stating that the individual acknowledges a good faith responsibility to repay any discounts or subsidies related to the housing. Additionally, individuals must be informed that the receipt of housing and treatment services are independent of one another and that both services can be accessed separately. The housing must also comply with relevant state and local laws regarding zoning and safety.

Furthermore, the bill maintains the prohibition against treatment programs providing or receiving any form of remuneration for referrals of individuals seeking treatment for substance use disorders, which is classified as a crime of the fourth degree. It clarifies that the provisions of the bill do not prevent individuals or entities from offering educational or informational materials about community resources, including housing assistance. The Commissioner of Human Services is empowered to create necessary regulations to implement the bill's provisions, which will take effect immediately upon passage.
