This bill mandates the New Jersey Department of Environmental Protection (DEP) to create and periodically update guidelines that recommend the use of goods made from recycled materials for State and local government purchases. These guidelines are intended to encourage the maximum procurement of products with high percentages of recycled content and may reference existing guidelines from the United States Environmental Protection Agency (EPA). The DEP is required to publish these guidelines as public notices in the New Jersey Register.

Additionally, the bill stipulates that the Directors of the Division of Purchase and Property and the Division of Property Management and Construction, along with all relevant State and local agencies, must ensure that new procurement specifications align with the DEP's guidelines, as long as it is practical and feasible. However, there is an exception for local contracting units, which are not obligated to follow the guidelines if doing so would result in increased contract costs. The bill is set to take effect immediately upon enactment.
