This bill mandates the New Jersey Department of Environmental Protection (DEP) to create and periodically update guidelines that recommend recovered material content percentages for State and local agencies when purchasing goods. The guidelines aim to promote the procurement of products made from recycled materials and may reference standards set by the United States Environmental Protection Agency, including its Consolidated Recovered Materials Advisory Notice.

Additionally, the bill requires the Directors of the Division of Purchase and Property and the Division of Property Management and Construction, along with all relevant State and local agencies, to ensure that new procurement specifications align with these guidelines, as long as it is practical and feasible. However, there is an exception for local contracting units, which are not obligated to follow the guidelines if doing so would result in increased contract costs. The act is set to take effect immediately upon enactment.
