This bill amends R.S.39:3-27 to exempt veterans organizations chartered under federal law from motor vehicle registration fees for vehicles not used for pleasure or hire. Previously, only specific government entities and civic organizations were exempt from these fees. The new legal language includes the addition of veterans organizations, as well as chartered local councils of the Boy Scouts and Girl Scouts, Boys' and Girls' Clubs of America, and local organizations of the Police Athletic League, among others.
Additionally, the bill modifies the language regarding the issuance of special registration certificates and number plates, changing references from "director" to "chief administrator." It clarifies that the chief administrator may issue these special registrations, which will be valid for a period determined by the chief administrator, not exceeding 26 months from issuance. Upon expiration or nonrenewal, the special registration and number marker must be returned, although they may be transferred to another vehicle upon proper application. The act is set to take effect immediately upon passage.
