This bill mandates the State Capitol Joint Management Commission to develop, adopt, and implement an environmental sustainability plan for the State House Complex. The plan must encompass various initiatives aimed at enhancing energy efficiency, conserving water, adhering to the Leadership in Energy and Environmental Design (LEED) standards, promoting the use of locally sourced food in food services, and reducing carbon emissions. Additionally, the commission is required to establish performance measures to track the progress of the sustainability efforts and provide an annual report on the plan's implementation, which will be accessible to the public and posted on the websites of the Governor and Legislature.
To support these efforts, the bill amends existing laws to ensure that the commission considers environmental sustainability in its contracting processes and overall management of the State House Complex. It also stipulates the formation of an advisory committee of environmental sustainability experts to assist in the preparation and execution of the sustainability plan. The plan is to be revised at least every four years, ensuring that it remains current and effective in promoting sustainable practices within the State Capitol Complex.
