This bill mandates the State Capitol Joint Management Commission to develop, adopt, and implement an environmental sustainability plan for the State House Capitol Complex. The plan must encompass various initiatives aimed at enhancing energy efficiency, conserving water, adhering to the Leadership in Energy and Environmental Design (LEED) standards, involving food services with a focus on local and sustainable products, and reducing carbon emissions. Additionally, the commission is required to establish performance measures to track the progress of the sustainability efforts and provide an annual report on the plan's implementation, which will be accessible to the public and posted on the websites of the Governor and the Legislature.
To support the execution of this sustainability plan, the bill introduces several amendments to existing law. It emphasizes the commission's responsibility to consider environmental sustainability in its management and contracting processes. Furthermore, it establishes the requirement for the plan to be revised at least every four years and mandates the appointment of an advisory committee of environmental sustainability experts to assist in its preparation and implementation. The bill also modifies the language regarding the approval of project alterations to include considerations for environmental sustainability, ensuring that any changes to completed projects align with these new standards.
