This bill establishes a program for issuing special license plates to honorably discharged veterans in New Jersey. Upon application, veterans can receive distinctive license plates that feature the word "Veteran" alongside other required markings. The Chief Administrator of the New Jersey Motor Vehicle Commission is responsible for approving the design of these plates and will charge a $15 fee in addition to the standard vehicle registration fees. The bill also allows surviving spouses of deceased veterans to retain these special plates for their own vehicles.

Furthermore, the bill mandates that the administrator inform motorists about the availability of these special plates through notices included with registration renewals and by displaying appropriate signage in commission facilities. The administrator is also empowered to create rules and regulations regarding the issuance and use of these plates. The act is set to take effect on the first day of the seventh month following its enactment.
