This bill mandates that public service employers in New Jersey certify the employment of qualifying employees under the federal Public Service Loan Forgiveness Program. It defines "certifying employment" as either completing the employer sections of the Public Service Loan Forgiveness form or sharing relevant data directly with the U.S. Department of Education. The bill specifies that for educator employees, public service employers must credit 3.35 hours worked for each hour of lecture or classroom time, while also allowing for greater adjustment factors established by collective bargaining agreements. Additionally, if the U.S. Department of Education allows direct certification of employment, public service employers can send necessary information directly to the department.
Furthermore, if direct certification is not utilized, public service employers are required to provide a completed Public Service Loan Forgiveness form to employees who request it, to current employees annually, and to employees upon separation from the employer. The bill also tasks the Secretary of Higher Education, in collaboration with the Student Loan Ombudsman, with developing and updating promotional materials to raise awareness of the Public Service Loan Forgiveness Program. These materials must be distributed to all employees annually and provided to new hires within 30 days of their employment start date.
