This bill mandates that public service employers in New Jersey certify the employment of qualifying employees under the federal Public Service Loan Forgiveness Program. It specifies that for educator employees, employers must credit 3.35 hours worked for each hour of lecture or classroom time, while ensuring that this credit does not override any greater adjustment factors established by collective bargaining agreements. Additionally, if the U.S. Department of Education allows public service employers to certify employment directly, they are permitted to send necessary information for employment certification. If direct certification is not possible, employers must provide a completed Public Service Loan Forgiveness form to employees upon request, annually for current employees, and upon separation from the employer.

Furthermore, the bill requires the Secretary of Higher Education to develop and update promotional materials to raise awareness of the Public Service Loan Forgiveness Program. These materials will include a standardized letter for distribution to employees, a detailed fact sheet about the program, and a document with frequently asked questions. Public service employers are obligated to provide these materials to all employees annually and to newly hired employees within 30 days of their start date. The bill aims to enhance understanding and participation in the Public Service Loan Forgiveness Program among eligible employees.
