This bill prohibits insurers, as well as the State Health Benefits Commission (SHBP) and the School Employees Health Benefits Commission (SEHBP), from charging fees for providing tangible printed or paper bills and notices related to insurance policies. This includes various types of insurance such as automobile, homeowners, and individual life and health insurance. The legislation aims to ensure that insured individuals or policy owners are not subjected to additional fees for choosing to receive physical documents instead of digital communications.
Additionally, the bill allows the Commissioner of Banking and Insurance to impose penalties on insurers that violate this prohibition, with fines not exceeding $1,000 for each offense. Importantly, the bill includes a provision that does not prevent insurers from offering discounts, credits, or other incentives to policyholders who opt for specific billing or notification methods. The act is set to take effect 90 days after its enactment.
