This bill amends Section 28 of P.L.1984, c.205 (C.45:5B-28) to expand the eligibility for a temporary permit under the existing three-year pilot program for barbering services. The program, which is extended for an additional three years, now allows individuals who have rendered barbering services in a professional capacity in another state or foreign country that does not issue licenses to qualify for a temporary permit. This change aims to facilitate the transition for barbers moving to New Jersey by allowing them to practice while awaiting their official licensure.

The bill specifies that the temporary permit will be valid for 120 days and can be extended if the applicant continues to meet the program's requirements and their license application is still pending. Additionally, it clarifies that individuals practicing under this temporary permit will not be in violation of existing laws prohibiting unlicensed barbering, provided they are under the direct supervision of a licensed barber in New Jersey and have made a good faith effort to obtain a license.
