This bill amends current law regarding the requirements for obtaining an instructional certificate in New Jersey. Specifically, it prohibits the State Board of Education from requiring candidates to complete a Commissioner of Education-approved test of basic reading, writing, and mathematics skills, such as the Praxis Core Academic Skills for Educators test, as a condition for obtaining an instructional certificate. This exemption applies to all instructional certificates except for limited certificates of eligibility or limited certificates of eligibility with advanced standing. Additionally, the bill prohibits the State Board from requiring educator preparation programs to mandate the completion of such tests for admission.
Furthermore, the bill includes a provision for the State Board of Education to adopt necessary rules and regulations to implement these changes in accordance with the "Administrative Procedure Act." It also repeals a previous law, P.L.2023, c.180, and establishes an effective date for the new provisions, with certain sections taking effect immediately upon enactment.
