The Swift Access For Emergency Response Actions Preservation Program (SAFER APP) bill authorizes the Attorney General to intervene in traffic conditions created by turn-by-turn navigation systems under specific circumstances. Municipalities can adopt a resolution requesting the Attorney General to investigate whether the use of these navigation systems is causing an emergency condition, which includes excessive traffic that poses a public safety hazard. The resolution must be approved by the Commissioner of Transportation within 90 days. If approved, the Attorney General will investigate the situation and, if an emergency condition is confirmed, will notify the relevant navigation system entities to reroute traffic accordingly.
Failure to comply with the Attorney General's order to detour or reroute traffic can result in fines of up to $5,000 per day, payable to the affected municipality, until compliance is achieved. This bill aims to enhance public safety by ensuring that navigation systems can be adjusted in real-time to alleviate traffic emergencies.
