This bill allows the New Jersey Motor Vehicle Commission (MVC) to designate and appoint licensed examiners from driving schools to conduct the road tests necessary for obtaining a driver's license. Upon completion of the road test, the examiner is required to provide the applicant with documentation certifying whether they passed or failed the test. If an applicant successfully completes the road test, they must present this documentation, along with other required documents, to an MVC agency or regional service center to obtain a probationary driver's license. Conversely, if an applicant fails the road test, they must wait 14 days before retaking it.

Additionally, the bill mandates that the Chief Administrator of the MVC establish rules for the operation of driving schools, including standards for conducting road tests, within 30 days of the bill's implementation. These rules will be temporary and remain in effect for up to one year, after which any further regulations must comply with the Administrative Procedure Act. The bill amends existing law to clarify the responsibilities of the MVC and the standards for road tests conducted by licensed driving school examiners.
