This bill mandates that transportation network company (TNC) drivers and applicants complete an anti-human trafficking training course approved by the Attorney General. The training must be provided to applicants before their approval and to current drivers within 90 days of the bill's effective date. The course can be delivered through web-based video or digital formats and must cover an overview of human trafficking, the role of TNC drivers in reporting and responding to human trafficking, and how to report suspected cases.

Additionally, upon completing the training, drivers must certify to any TNC they work with that they have completed the course. If a driver fails to provide this certification, the TNC is required to prohibit the driver from using its digital network until the certification is submitted. The bill also stipulates that TNCs must maintain a list of drivers who do not provide the required certification and that the completion status of the training will be recorded in each driver's individual record.
