This bill mandates that institutions of higher education in New Jersey maintain a supply of naloxone hydrochloride nasal spray to address opioid overdose emergencies on campus. Institutions are required to obtain this medication through a standing order from a licensed health care practitioner and store it in secure, accessible locations. Additionally, each institution must develop a policy for the emergency administration of naloxone, which includes designating a licensed campus medical professional to oversee the program, allowing designated community members to administer the spray, and ensuring that overdose victims are transported to a hospital after administration, regardless of symptom resolution.

The bill also instructs the Secretary of Higher Education, in collaboration with the Commissioner of Human Services and medical experts, to create guidelines for these policies, which must include training for designated individuals on the proper administration of naloxone. Furthermore, it provides legal immunity for licensed campus medical professionals and designated community members from liability for actions taken in good faith under this act. Notably, it clarifies that if a licensed athletic trainer administers naloxone, it will not violate the "Athletic Training Licensure Act."
