This bill establishes that four-year public institutions of higher education in New Jersey are prohibited from charging tuition and fees to the spouse or dependent child of a disabled veteran. To qualify for this benefit, the spouse or child must be accepted and enrolled as an undergraduate student in good standing, have applied for all available state and federal student grants and scholarships, and have sought tuition benefits through the United States Department of Veterans Affairs under the "Post-9/11 Veterans Educational Assistance Act of 2008."

Additionally, the bill mandates that the State will reimburse these institutions for the costs incurred from waiving tuition and fees for eligible spouses and dependent children of disabled veterans. The definition of a "disabled veteran" is provided, specifying that it refers to individuals who have served in the Armed Forces, were honorably discharged, and have a total and permanent disability certified by the Department of Veterans Affairs due to military service. The act is set to take effect immediately upon passage.
