The bill establishes a three-year Gun Court Pilot Program in the Superior Court of Passaic County, aimed at addressing the increasing dangers posed by gun-related violent crimes. The program will be administered by the Administrative Office of the Courts, which will have the authority to refer any criminal case involving a gun or dangerous weapon to the Gun Court. Judges assigned to this specialized court will possess extensive knowledge and experience in criminal law, procedure, and sentencing, particularly concerning violent crimes. Decisions made by the Gun Court will be binding, with the option for appeal to the Appellate Division of the Superior Court.

Additionally, the Administrative Office of the Courts is tasked with monitoring the program and providing reports to the Legislature at specified intervals—12 months after the program's initiation and within six months following its conclusion. These reports will assess the impact of the Gun Court on criminal sentencing, court calendars, and workloads, as well as evaluate the program's overall effectiveness and make recommendations regarding its continuation or expansion. The act is set to take effect three months after enactment and will expire three years thereafter.
