This bill mandates the New Jersey Department of Health (DOH) to conduct a comprehensive survey and analysis of antenatal and prenatal care clinics across the state. The survey aims to evaluate the effectiveness of maternity, antenatal, and prenatal care services, including data from clinics that have closed or significantly reduced their operations within the two years preceding the bill's enactment. The objectives of the survey include informing policy regarding certificate of need requirements, assessing the availability and capability of clinics to provide necessary services, identifying service access for low and moderate-income pregnant women, and gathering demographic and socioeconomic data about the women served.

The bill also stipulates that the collected data will be analyzed to identify trends and disparities in care based on economic factors and clinic accessibility, ultimately leading to the development of strategies to enhance service quality and access. The DOH is required to make the survey data publicly available on its website and submit a report to the Legislature within 18 months of the bill's effective date, ensuring that no personal identifying or confidential patient information is disclosed. Additionally, the commissioner is authorized to engage a third-party entity to assist with the survey and report production.
