This bill mandates that each solid waste management district in New Jersey develop and implement a strategy to reduce food waste by at least 50% by the year 2030, relative to the amount generated in the year the bill takes effect. The strategy must be incorporated as an amendment to the district's solid waste management plan, which requires approval from the Department of Environmental Protection (DEP). Additionally, the DEP is tasked with creating and publishing a list of measures that districts can adopt to meet this food waste reduction goal, which may include increasing food donations, recycling food waste, composting, and conducting public awareness campaigns.

The bill defines "food waste" to encompass various types of waste, including food processing waste, spoiled produce, food trimmings, and used cooking fats. The intent of the legislation is to promote sustainable waste management practices and reduce the environmental impact of food waste, particularly in terms of methane emissions. The act is set to take effect immediately upon enactment.
