This bill mandates the Commissioner of Human Services to create a quality-based reimbursement system for registered family child care providers who are part of the state's subsidized child care assistance program and are rated under the Grow NJ Kids initiative. The bill specifies that these providers will receive enhanced reimbursements through a tiered system designed to improve child care quality. Additionally, the commissioner is required to apply for any necessary state plan amendments or waivers to implement this reimbursement system and to maintain federal financial support for subsidized child care programs aimed at low-to-moderate income households.

To facilitate the implementation of this act, the Commissioner of Human Services is also tasked with adopting rules and regulations in accordance with the Administrative Procedure Act. The bill is set to take effect immediately upon enactment, emphasizing the urgency of enhancing support for family child care providers participating in the state's initiatives.
