This bill mandates the New Jersey Department of Health (DOH) to conduct a comprehensive study on the causes and risk factors associated with youth suicide in the state. The study will be led by the Commissioner of Health, who will collaborate with the Department of Children and Families, the Department of Human Services, and the New Jersey Youth Suicide Prevention Advisory Council. The investigation will cover various factors such as aggression, anxiety, emotional trauma, family history, and substance use, among others. The Commissioner is required to review relevant data, health records, and scientific literature while adhering to privacy laws.
Following the study, the Commissioner must submit a report to the Governor and the Legislature within 180 days of the bill's effective date. This report will detail the findings of the study and may include recommendations for legislative or regulatory changes aimed at addressing the identified causes of youth suicide. The act will take effect immediately and will expire upon the submission of the Commissioner's findings.
