The bill establishes the Office of Sustainability within the Department of the Treasury, which will be overseen by a director appointed by the Governor with Senate approval. This office is tasked with developing and implementing environmental sustainability measures for all State buildings and coordinating with property owners to promote sustainable practices. Key responsibilities include improving energy efficiency, increasing water conservation, reducing carbon footprints, and adhering to recognized green building standards.

Additionally, the Office of Sustainability will conduct standardized energy audits of State buildings every three years and ensure that recommendations from these audits are implemented effectively. The office will also work with the Division of Purchase and Property to facilitate the procurement of energy-efficient and environmentally sustainable products by State agencies, while managing the transition to these products in a way that minimizes waste of existing inventories.
