It also clarifies that the term "package or box" refers to products packaged for individual retail sale, excluding shipping packaging.

To enforce compliance, the bill establishes a civil penalty for manufacturers who fail to meet the labeling requirements. The penalty is set at one percent of the manufacturer's total annual in-state sales of menstrual products for each noncompliant package, with a maximum penalty of $1,000 per package. However, no penalties will be imposed for products manufactured before the bill's effective date. The penalties will be collected by the Division of Consumer Affairs in accordance with the Penalty Enforcement Law of 1999.
