This bill establishes a pilot program within the New Jersey Department of Human Services (DHS) aimed at developing coordinated treatment plans for individuals with behavioral health issues, such as mild-to-moderate mental health issues, emotional disturbances, and substance use disorders. The DHS will select two hospitals from each Regional Health Hub to participate, prioritizing those not currently affiliated with the Early Intervention Support Services program and those connected to the health information networks. Participating hospitals will be required to refer patients presenting with behavioral health issues in their emergency departments to appropriate community-based treatment and support services, provided these issues do not necessitate inpatient care.
Additionally, each Regional Health Hub will offer administrative support to hospitals and community providers to facilitate patient connections to necessary services. The bill mandates the development of protocols to ensure timely referrals and follow-ups, as well as coordination of transportation and appointment scheduling. The Commissioner of Human Services is tasked with applying for any necessary state plan amendments or waivers to secure federal funding for Medicaid expenditures related to the pilot program. If approved, the State Medicaid and NJ FamilyCare programs will cover the behavioral health services provided under this initiative, with the DHS responsible for funding support to the Regional Health Hubs as needed.
