This bill establishes a pilot program within the New Jersey Department of Human Services (DHS) aimed at developing coordinated treatment plans for individuals facing behavioral health issues, such as mild-to-moderate mental health concerns, emotional disturbances, and substance use disorders. The DHS will select two hospitals from each Regional Health Hub to participate in the program, prioritizing those not currently affiliated with the Early Intervention Support Services program and those connected to the Regional Health Hubs health information network. Participating hospitals will be required to refer patients presenting with behavioral health issues in their emergency departments to appropriate community-based treatment and support services, ensuring timely referrals and follow-ups.

Additionally, the bill mandates that each Regional Health Hub provide administrative support to hospitals and community providers involved in the pilot program. This includes developing protocols for timely referrals to various services, such as medication-assisted treatment and housing assistance, as well as coordinating transportation and scheduling for patients. The Commissioner of Human Services is tasked with applying for necessary state plan amendments or waivers to secure federal funding for Medicaid expenditures related to the program. If approved, the State Medicaid and NJ FamilyCare programs will cover the behavioral health services provided under this initiative, with the DHS responsible for funding support to the Regional Health Hubs as needed.
