This bill mandates the Attorney General to establish a Statewide sexual assault forensic evidence kit tracking system, commonly known as a rape kit tracking system. The Attorney General is responsible for issuing guidelines or directives to implement this system. The tracking system is defined as an Internet-based platform that enables various stakeholders—including victims, law enforcement officers, and healthcare facility employees—to monitor the progress of a sexual assault forensic evidence kit throughout its chain of custody. This includes tracking the kit from its collection at a healthcare facility, through its transfer to law enforcement, submission to a laboratory for processing, and final disposition.

The bill is set to take effect on the first day of the seventh month following its enactment, although the Attorney General is permitted to take any necessary administrative actions in advance to facilitate its implementation. This initiative aims to enhance transparency and accountability in the handling of sexual assault evidence, ultimately supporting victims and improving the overall response to sexual assault cases.
