The proposed bill establishes the Revolutionary War Park Study Commission in New Jersey to assess the feasibility of creating a National Historical Park that would encompass Washington Crossing State Park, Trenton Battle Monument, and Princeton Battlefield State Park. The commission will consist of nine members, including the Commissioner of Environmental Protection, two members from the Senate and two from the General Assembly, the Executive Director of the New Jersey Historical Commission, and three public members with expertise in historical preservation. Appointments to the commission must be made within 60 days of the bill's enactment, and members will serve without compensation but can be reimbursed for necessary expenses.

The commission's responsibilities include evaluating the feasibility of establishing the National Historical Park, analyzing the potential impacts—both positive and negative—on historical and ecological resources, local communities, and tourism revenue, as well as proposing solutions to any issues that may arise. A final report detailing the commission's findings and recommendations must be submitted to the Governor and the Legislature within one year of the commission's first meeting, after which the commission will dissolve.
