The proposed bill establishes the Enhanced Transit Village Program, which will be administered by the Office of Planning Advocacy within the Department of State, in collaboration with the Department of Transportation (DOT). The program aims to incentivize mixed-use development near public transportation hubs, utilizing smart growth principles to enhance community planning and land use. The Office of Planning Advocacy will oversee the selection of municipalities that qualify for the program and provide assistance with necessary planning and zoning changes. The DOT will manage the transportation infrastructure components, including grants and guidance for municipalities to improve connectivity and promote multimodal transportation options.

The program will also focus on improving the quality of public spaces, increasing walkability and bikeability, and ensuring a diverse range of housing options, including a mandate for 30% of residential units to be affordable housing. Municipalities will be required to submit applications that demonstrate their commitment to the program's goals, including a visioning process and compliance with smart growth requirements. Funding for the program will come from the Transportation Trust Fund, with an initial allocation of $50 million for the first three years, and priority will be given to projects that meet affordable housing goals. The bill is set to take effect six months after enactment, allowing for preparatory administrative actions in advance.
