This bill amends Section 11 of P.L.2000, c.73 (C.27:1B-21.24) to enhance the reporting requirements for the commissioner regarding pavement maintenance and repair. The commissioner is now required to issue an annual report to the Governor and the Legislature that includes a numerical ranking of roads needing maintenance, details of completed repair projects, and an estimate of costs associated with these projects. Additionally, the report must provide information on pothole repairs, including the tonnage of materials used, and the number of pothole damage claims filed by users of State roadways, along with the associated costs as recorded by the Department of the Treasury. Furthermore, the report will be made publicly available on the department's website.

The act will take effect immediately but will not be operational until the first fiscal year following its enactment, applying to all reports issued after that fiscal year. This change aims to improve transparency and accountability in the management of road maintenance and repair efforts in New Jersey.
