This bill mandates that transportation network companies (TNCs) require both applicants and current drivers to complete an anti-human trafficking training course approved by the Attorney General. The training must be provided before an applicant is approved and within 90 days for existing drivers. The course can be delivered through web-based video or digital formats and must cover an overview of human trafficking, the role of TNC drivers in reporting and responding to such incidents, and how to report suspected human trafficking.

Additionally, upon completing the training, drivers must certify their completion to any TNC they work with. If a driver fails to provide this certification, the TNC is obligated to prevent the driver from using its digital network until the certification is submitted. The bill also requires TNCs to maintain a list of drivers who do not provide the certification and to document the completion status of the training in each driver's individual record.
