This bill mandates that certified nurse midwives and physicians practicing obstetrics provide pregnant women with comprehensive information regarding birthing options before delivery. Specifically, during the initial consultation and prior to the onset of labor, these healthcare providers must present evidence-based information in a language understood by the patient, which can include English, Arabic, Brazilian Portuguese, Chinese, Creole, French, Korean, Portuguese, or Spanish. The information must cover various birthing options such as planned hospital births, home births, scheduled C-sections, and the associated health risks for both the mother and infant, as well as details on what is covered by the patient's health insurance.

Additionally, the bill requires that certified midwives and physicians offer annual education on birthing options in a language the patient understands. The Commissioner of Health is tasked with creating necessary rules and regulations to implement the provisions of this act. The bill is set to take effect 180 days after its enactment.
