This bill amends the New Jersey Fair Credit Reporting Act to prohibit consumer reporting agencies from including any adverse information in consumer reports related to employees affected by federal government shutdowns that began on or after December 22, 2018. It also prevents users of these reports from considering such adverse information if the affected employee provides notice. An "affected employee" is defined as a federal employee who has worked without pay or has been furloughed during a shutdown, as well as employees of federal contractors whose pay was suspended.

Affected employees can request that consumer reporting agencies and users of consumer reports disregard adverse information for a period starting from the first day of a federal government shutdown and extending 90 days after its conclusion. The request must include proof of employment, and agencies or users are required to respond within five days. Additionally, the bill stipulates that no charges can be imposed by consumer reporting agencies for these requests.
