This bill amends the New Jersey Fair Credit Reporting Act to prohibit consumer reporting agencies from including adverse information in reports related to employees affected by federal government shutdowns that began on or after December 22, 2018. Specifically, it states that no consumer reporting agency or user of a consumer report shall consider such adverse information if the affected employee provides notice. An "affected employee" is defined as a federal employee who has worked without pay or has been furloughed during a shutdown, as well as employees of federal contractors whose pay was suspended.

The bill allows affected employees to request that consumer reporting agencies and users disregard adverse information for a period starting from the first day of a federal government shutdown and extending 90 days after its conclusion. Employees must provide proof of their employment status, and agencies are required to respond to these requests within five days. Additionally, the bill stipulates that no charges can be imposed by consumer reporting agencies for these requests. The act is set to take effect immediately and is retroactive to December 22, 2018.
