The bill establishes a Remote Methadone Dosing Pilot Program under the Department of Human Services (DHS) in New Jersey, aimed at enhancing compliance and reducing costs associated with medication-assisted treatment for opioid use disorder. The program will utilize telehealth and telemedicine to remotely monitor patients' methadone-based treatment, allowing for take-home doses of methadone. The Division of Mental Health and Addiction Services will select one opioid treatment program (OTP) from Atlantic City, Camden, and Paterson to participate. Each participating OTP will be authorized to use remote methadone dosing when clinically appropriate and must report annually on various patient outcomes and cost-savings.

Additionally, the bill appropriates $225,000 from the General Fund to implement the program, with each selected OTP receiving a grant of $75,000. DHS is required to submit a report to the Governor and Legislature within four years of the program's establishment, analyzing its impact on patient outcomes and cost-savings, and providing recommendations for potential expansion of remote methadone dosing in OTPs. The bill emphasizes that participation in the pilot program is voluntary for patients and mandates that the program's implementation adheres to applicable federal and state laws.
