It recognizes his dedication to public service as a fireman and emergency medical technician in New Jersey and his military service with the 693rd Sapper Company. The legislation designates the bridge over Crosswicks Creek on Interstate Highway Route 295 North as the "Benjamin Moore and the 693rd Sapper Company Memorial Highway" to commemorate his heroism and patriotism.

The bill stipulates that the Commissioner of Transportation is responsible for the designation and for erecting appropriate signage. Importantly, it specifies that no state or public funds will be used for the signs; instead, the Commissioner is authorized to accept private donations and grants to cover the costs associated with the signage. The act will take effect immediately upon approval.
