The Senate Resolution calls on Cuba to extradite Joanne Chesimard, also known as Assata Shakur, to the United States. Chesimard was convicted in 1977 for the murder of New Jersey State Trooper Werner Foerster and the wounding of Trooper James Harper during a shoot-out on the New Jersey Turnpike. After serving two years of her life sentence, she escaped from prison and fled to Cuba, where she has since been granted political asylum. Despite numerous attempts by state authorities to secure her extradition, including an appeal to Pope John Paul II, she remains in Cuba. In 2013, she was placed on the FBI's most wanted terrorist list, highlighting her status as a significant threat to the U.S. government.
The resolution emphasizes the recent restoration of diplomatic relations between the United States and Cuba, suggesting that this development provides an opportunity for Cuba to reconsider its stance on extraditing Chesimard. The Senate urges Cuba to take action so that Chesimard can face justice for her crimes against law enforcement. Copies of the resolution will be sent to the U.S. Ambassador to Cuba and the Secretary of State to further advocate for her extradition.
