This bill establishes the framework for designating special event zones to regulate traffic during specific automotive or motor vehicle events that either have been approved by local authorities or are expected to attract 25 or more attendees. The Commissioner of Transportation, as well as county and municipal governing bodies, are granted the authority to designate roadways and adjacent properties as special event zones. These zones can remain in effect for the duration of the event and for a reasonable time before and after, with required signage indicating the special conditions, including any reduced speed limits and prohibitions on exhibition driving.

The bill also introduces increased penalties for traffic violations occurring within these special event zones. Offenders could face fines up to $1,000 for speeding, careless driving, or engaging in exhibition driving, with the latter also carrying the possibility of imprisonment for up to 60 days. Additionally, the bill amends existing law to allow municipalities to designate special event zones without needing prior approval from the Commissioner of Transportation, streamlining the process for local traffic regulation during significant events.
