This bill amends Section 28 of P.L.1984, c.205 (C.45:5B-28) to expand the eligibility for a temporary permit under a three-year pilot program for individuals seeking to practice barbering in New Jersey. The bill allows persons who have rendered barbering services in a professional capacity in another state or foreign country that does not issue licenses for barbering to qualify for this temporary permit. The pilot program, originally established in P.L.2019, c.20, is extended for an additional three years and will continue to be administered by the board in consultation with the Division of Consumer Affairs.

The temporary permit issued under this pilot program will be valid for 120 days and can be extended if the applicant meets the program's requirements and their license application is still pending. Additionally, individuals working under this temporary permit will not be in violation of existing laws prohibiting the practice of barbering without a license, provided they have made a good faith effort to obtain a license and are under the direct supervision of a licensed barber in New Jersey. The bill also mandates that the board submit a report evaluating the pilot program's effectiveness to the Governor and the Legislature upon its completion.
