This bill aims to codify the prohibition of discriminatory practices in real estate appraisals, ensuring that appraisers do not consider various personal characteristics, such as race, color, religion, sex, sexual orientation, gender identity, age, marital status, disability, familial status, or national origin, when conducting property appraisals. This prohibition extends to the prospective and present owners or occupants of the property, as well as those in the vicinity, aligning with existing federal, state, and local laws against discrimination.

Furthermore, the bill mandates that real estate appraisers complete a fair housing and appraisal bias education course offered by the Appraisal Qualifications Board as part of their continuing education requirements. This new requirement is intended to enhance the knowledge and awareness of appraisers regarding bias in property valuation, thereby promoting fair and equitable appraisal practices. The bill will take effect 180 days after its enactment.
