This bill mandates that both official motor vehicle inspection facilities and licensed private inspection facilities provide written notice to vehicle owners regarding any open safety recalls applicable to their vehicles at the time of inspection. The notice must include a description of each open recall and inform the owner that repairs can be made at no cost by an authorized dealer, with certain exceptions. Additionally, the New Jersey Motor Vehicle Commission is required to check for open recalls before issuing a vehicle registration or renewal notice and to provide similar written notice to the vehicle owner at that time.

The bill also clarifies that it does not change the common law liability of motor vehicle manufacturers or dealers regarding the repair of open recalls. Furthermore, it limits the liability of the Chief Administrator of the New Jersey Motor Vehicle Commission and designated employees for any actions related to the recall notices, except in cases of gross negligence. The provisions of this act will take effect seven months after its enactment, although the Chief Administrator may take necessary administrative actions beforehand for timely implementation.
