This bill aims to provide supplemental transportation aid to specific choice districts participating in the interdistrict public school choice program, particularly those located in cities of the second class that have been directed by the New Jersey Supreme Court to work on desegregating their student populations. Under the new provisions, these choice districts will be responsible for organizing transportation for elementary and secondary school pupils who live beyond specified distances from the choice district school. The sending districts will receive State aid for transportation for these students and will pay this aid directly to the choice district.

Additionally, the bill allows choice districts to receive supplemental State aid for transportation when their costs exceed the State aid received from sending districts. To qualify for this supplemental aid, choice districts must demonstrate cost-efficient transportation methods and report their additional transportation costs to the Department of Education at the end of each school year. The department is then required to reimburse the choice district for these reported additional costs.
