This bill mandates that both public and private institutions of higher education, as well as qualifying government employers in New Jersey, provide specific information regarding the Public Service Loan Forgiveness (PSLF) program to students and employees who may be eligible. Institutions must inform students with outstanding federal student loan debt about the PSLF program during the semester before their expected graduation and again during the semester they apply to graduate. The information must include details about potential eligibility, the program's website, and the requirements for participation, such as employment with a qualifying employer and maintaining a full-time work schedule.
Similarly, qualifying government employers are required to provide information about the PSLF program to their employees during the benefits explanation at the start of employment and at least once a year thereafter. This information must also include eligibility criteria and any necessary employer details for completing the PSLF application. The bill specifies that the information can be delivered electronically, by mail, or in person, and it tasks the Secretary of Higher Education and the Commissioner of Labor and Workforce Development with creating a model format for this information. The provisions of the bill will take effect at different times, with the educational requirements starting immediately and the employer requirements taking effect 90 days after enactment.
