This bill permits the issuance of a motorcycle endorsement to certain out-of-State military personnel, their spouses, and dependents who hold a valid New Jersey driver's license. Specifically, it allows these individuals to obtain the endorsement without the need to return to New Jersey to retake a written or road test or complete another motorcycle safety course. The Chief Administrator of the Motor Vehicle Commission is required to issue the endorsement by mail upon receipt of a written request, payment of the established fee, and suitable documentation.
To qualify for the endorsement, applicants must provide proof of successful completion of an approved Motorcycle Safety Foundation (MSF) Rider Education Course that is substantially similar to the course established under New Jersey law, as well as documentation of their assignment outside the State. The bill aims to streamline the process for military personnel and their families, recognizing the unique challenges they face while serving away from home. The act is set to take effect on the first day of the third month following its enactment.
