This bill mandates the establishment of a training program for nursing home staff, specifically targeting the care of residents with behavioral health issues. The program, to be developed by the Commissioner of Health in consultation with the Commissioner of Human Services, will cover topics such as sensitivity to behavioral health issues, information on depression and other psychiatric disorders, and the appropriate use of medication for treatment. Nursing homes will be required to provide this training annually to certified nurse aides, licensed practical nurses, registered professional nurses, and other relevant healthcare professionals who deliver direct care to residents.

Additionally, the bill stipulates that the Commissioners of Health and Human Services will adopt rules and regulations to implement the training program effectively, in accordance with the "Administrative Procedure Act." The act is set to take effect on the first day of the seventh month following its enactment, although anticipatory administrative actions may be taken prior to this date to facilitate implementation.
