This bill amends existing laws regarding the installation, modification, and sale of motor vehicle mufflers and exhaust systems in New Jersey. It specifically prohibits any person, including auto body repair facilities, from installing or modifying a vehicle's exhaust system in a way that amplifies or increases the noise emitted beyond what was originally installed. Additionally, the sale of mufflers or exhaust systems equipped with devices that amplify noise is also banned. Violators of these provisions may face penalties of up to $500 in fines, imprisonment for up to 30 days, or both. The bill also mandates that motor vehicle inspections include checks for excessive or unusual noise from mufflers and exhaust systems.
Furthermore, the bill grants the Chief Administrator of the New Jersey Motor Vehicle Commission the authority to deny, suspend, or revoke the licenses of private inspection facilities that repeatedly violate these noise regulations. Entities contracted to provide inspection services may also incur fines for similar violations. The bill aims to enhance compliance with noise regulations and ensure that motor vehicles operate within acceptable noise levels, thereby promoting public safety and reducing noise pollution. The act is set to take effect 90 days after its enactment.
