This bill establishes a permanent study commission within the Department of Military and Veterans Affairs to examine and clarify the various statutory definitions of "veteran," "disabled veteran," and "service-disabled veteran." The commission will consist of five members: one appointed by the Governor (who must be an employee of the Department), one by the President of the Senate, one by the Senate Minority Leader, one by the Speaker of the General Assembly, and one by the General Assembly Minority Leader. The commission is tasked with compiling and analyzing the existing definitions, identifying restrictive statutes, and recommending changes to create more uniform and less restrictive definitions.

The study commission will also consult with the military community for expertise and input, and it is required to prepare and issue an annual report detailing its findings and recommendations. The first report must be submitted within 12 months of the commission's organization, with subsequent reports due annually. This initiative aims to enhance the understanding and accessibility of benefits available to veterans in New Jersey by addressing the confusion caused by the multitude of definitions currently in use.
