This bill mandates the State Capitol Joint Management Commission to develop, adopt, and implement an environmental sustainability plan for the State House Capitol Complex. The plan must encompass various initiatives aimed at enhancing energy efficiency, conserving water, adhering to principles from the Leadership in Energy and Environmental Design (LEED) standards, promoting the use of locally sourced food products, and reducing carbon emissions. Additionally, the commission is required to establish performance measures to track the progress of these initiatives and provide an annual report on the plan's implementation, which will be accessible to the public and posted on the websites of the Governor and the Legislature.

To support the execution of this sustainability plan, the bill introduces several amendments to existing law. It emphasizes the commission's responsibility to consider environmental sustainability in its management and operational decisions, particularly in contracting processes. Furthermore, the commission is tasked with appointing an advisory committee of experts in environmental sustainability to aid in the plan's preparation and implementation. The bill also stipulates that the environmental sustainability plan should be reviewed and revised at least every four years, ensuring that it remains relevant and effective in promoting sustainable practices within the State House Capitol Complex.
