This bill mandates the State Capitol Joint Management Commission to develop, adopt, and implement an environmental sustainability plan for the State House Capitol Complex. The plan must encompass various initiatives aimed at enhancing energy efficiency, conserving water, adhering to the Leadership in Energy and Environmental Design (LEED) standards, promoting the use of locally sourced food, and reducing carbon emissions. Additionally, the commission is required to establish performance measures to monitor the effectiveness of the sustainability efforts and provide an annual progress report to the public, which will also be accessible on the websites of the Governor and the Legislature.

To support the implementation of this plan, the bill amends existing laws to ensure that the commission considers environmental sustainability in its contracting processes and overall management of the Capitol Complex. It also stipulates that the environmental sustainability plan be reviewed and revised at least every four years. Furthermore, the commission is tasked with appointing an advisory committee of experts in environmental sustainability to assist in the preparation and execution of the plan. The bill aims to enhance the environmental stewardship of the State House Complex while ensuring that any alterations to completed projects are approved by the commission.
