This bill mandates the State Capitol Joint Management Commission to develop, adopt, and implement an environmental sustainability plan for the State House Complex. The plan must encompass various initiatives aimed at enhancing energy efficiency, conserving water, adhering to the Leadership in Energy and Environmental Design (LEED) standards, promoting the use of locally sourced food in food services, and reducing carbon emissions. Additionally, the commission is required to establish performance measures to track the progress of these initiatives and provide an annual progress report to the public, which will also be accessible on the websites of the Governor and the Legislature.
To support the implementation of this sustainability plan, the bill amends existing laws to ensure that the commission considers environmentally sustainable practices in its contracting and operational decisions. It also stipulates that the environmental sustainability plan be revised at least every four years and that an advisory committee of experts in environmental sustainability be appointed to assist the commission. The bill includes specific insertions to current law, such as the requirement for the environmental sustainability plan and the establishment of performance measures, while also deleting certain phrases to update the language regarding the management and operation of the State House Complex.
