This bill authorizes the creation of special Student Movement Against Cancer (SMAC) license plates in New Jersey, which will feature the phrase "Peace Out, Cancer" and an emblem supporting the SMAC foundation. The Chief Administrator of the New Jersey Motor Vehicle Commission will oversee the design and issuance of these plates, which will require a $50 application fee and a $10 annual renewal fee. The additional fees collected will be deposited into a newly established Student Movement Against Cancer License Plate Fund, which will support the foundation's mission and programs after covering administrative costs. The bill also stipulates that if the average cost of producing the plates exceeds the application fee for two consecutive years, the program may be discontinued.

To initiate the program, the SMAC foundation must provide non-public funds not exceeding $25,000 to cover initial costs, and submit at least 500 completed applications for the plates. The bill ensures that no state or public funds will be used for the initial costs of the program. It will take effect immediately but will remain inoperative until the specified conditions are met, with an expiration date set for the last day of the 12th month following enactment if the conditions are not satisfied. The SMAC foundation, which has a history of fundraising and supporting cancer-related initiatives, aims to empower young people in the fight against cancer through this initiative.
