This bill mandates that all State agencies in New Jersey must ensure their websites are accessible to individuals with disabilities and optimized for mobile devices. Specifically, it establishes that the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA, or the most current version, will serve as the standard for accessibility. Each agency's website must be designed to be navigable and viewable on smartphones, tablets, and similar devices.

Additionally, the Chief Technology Officer is tasked with creating a protocol for agencies to verify compliance with these accessibility standards. Compliance must be certified within two years of the bill's effective date for existing websites, while new websites cannot be deemed operational until they receive certification. The Chief Technology Officer is also responsible for recertifying compliance every two years thereafter. The bill defines "State agency" to encompass various branches and entities within the State government.
