This bill establishes a new Division on Marijuana and Cannabis Enforcement within the Department of Law and Public Safety, aimed at serving as a centralized resource for law enforcement regarding marijuana and cannabis-related crimes and offenses. The division will compile and maintain a database that tracks annual arrests for driving under the influence involving marijuana, as well as statistics on arrests, dismissals, convictions, and seizures related to marijuana and cannabis. Additionally, the division is tasked with launching a public awareness campaign to educate the public about the dangers of driving under the influence of marijuana and the risks associated with combining marijuana and alcohol.
Furthermore, the division is required to submit an annual report to the Governor and the Legislature, detailing the compiled information from the database and the activities of the public awareness campaign. This report will also include any recommendations for legislative changes or improvements that the division finds necessary. The bill is set to take effect on the first day of the seventh month following its enactment, although the Attorney General may take preliminary actions to facilitate its implementation.
