The program will involve evaluating the feasibility of training candidates for specific roles, assessing the proximity of job opportunities to candidates' residences, and identifying any barriers that may prevent immediate employment, even on a probationary basis while training is completed. The commissioner is also required to develop necessary rules and regulations to implement this initiative in accordance with the "Administrative Procedure Act."

Additionally, the bill allocates $250,000 from the general fund to support training programs and resources for eligible individuals, ensuring that these efforts are coordinated with existing training initiatives managed by the DOLWD. The act is set to take effect immediately upon passage.
